I will probably use the “GREP” way, I am using this method to put anchored text frames to 2nd level headlines. So I can definitely make it again with the line for 1st level headline.
I just wanted to ask first if there is other way how to make it, without “hacks”.

You are right, I hate the Idea to have special frame for the headline.
I will try to evade two frame solution with one text frame through both pages with two columns and will see.
