I think the only way to do this in a “single” text frame is to anchor the 90-degrees-rotated frame inside your regular frame, as I dont think you can individually rotate characters. Hope this helps!

Did you release the text frame from the master? Try applying the master to said page again. It might also be that the column rules of the text frame line up exactly with the page column rules, causing you to not see them.
If you close all documents and open your text frame preferences(CMD+B), you can change the cap height there, and it will be applied to all new documents. This works for almost all tool panels.
