Check in your css in your epub.
If you find the style affecting where this image is, a <p> style, and you find a line saying ” break after: always” delete this line. Check it again.
Or it could be caused by an empty <div> below this image.
Anyway this can originates from your InDesign styles, if you set for example a title to start on next odd page or something like that.
