I’m on:
– Sierra
– Indesign CS 6

and sometimes i got:
-the slow start (“Starting up panels”)
– opening panels was a nightmare (spinning ball et al).

Solution:
Restarting the Creative Cloud App (the icon / pop-up in the menu bar) would make this issue go away.
