Yes, me too. We’re either misunderstanding some vital concept or there is some bug. I found that it’s not possible to do anything with page 1 as InDesign somehow seems to rely on that as being the start of a new layout. In my case I wanted page 1 to be page 4. Instead of just dragging p1 down, I had to create a new page and then copy and paste the contents of p1 onto it. I could then delete p1. Page 2 had a section start applied to it, which may or may not have been important.
