    One year later now and I’m having the same problem: After creating an alternate layout in InDesign CC 2018 I have no control over my pages either.
    By coincidence I noticed that, in my case, the original layout does not have a name.

    So, I first named the original layout and then created an alternate layout. That solved my problems, hope it can help others.
