I figured out what is happening, but I have no idea why!
On my screen shot the pages are right to left. (I know the Hebrew is incomprehensible to most of you, but the numbers aren’t)
Footnote 14 and 15 on the left hand page are in one sentence. Seems that they insist on remaining together. When I moved 15 to the next paragraph, all was fixed.

Now if anyone can explain why this happens and how I can fix it (I can’t leave the footnote on the next paragraph!) I’d appreciate it!
I see this is an old thread, but it’s the only one I found.
I too have a white space caused by a large footnote.
I have the document footnotes options set to “split footnotes” and it actually does occur on other pages in the document.
I made sure that there is no “no break” anywhere and no non-breaking spaces (^S).
There are no keep options anywhere in the document.
Here’s a screen shot.
I’d really appreciate any help I can get on this!

I have no idea, but I did see reference to it when googling methods of creating negative images.
