Does the quoted text have to be 8.5/10.5pt?
My standard solution for this is to have a baseline grid that’s half the body text leading (so in this case 6pt). All copy can then be set to align to the grid: block quotes are set to span columns, allowing me to build a 6pt space before and after into the stylesheet.
I know it doesn’t quite answer your query but I thought it might help ;-)
It looks like this might be what you need.
If it does the job, it’s probably worth the investment, although a facility like this should be built into InDesign.
