I assume you’ve figured it out, but fwiw, you just File > Place, select the INDD file, Show Import Options if there’s a particular page or page range you want to import, click OK, then click with the loaded cursor on the page (or inside the frame if you’ve created one) to place it on the page. Select the image contents with the Direct Selection tool and look at the Scale field to verify it’s 100%, or change it to 100%.
Yes, accept all changes is the answer. The struck-through text is text that someone deleted, perhaps not realizing Track Changes was enabled. The highlighted text that is not struck-through is text they added.
What you see in the Layout is a view of the story as though all changes had been accepted.
I’m on CC 2022 and it’s able to Find tracking of a specific value. Are you sure the Find What and Change To fields are empty, and the scope is set correctly (e.g., to story or document)?
Also a quibble, the Preference setting for flagging tracking is not the H&J Violations attribute but the Custom Kerning and Tracking attribute. I’m guessing you knew that. That highlighting preference can’t distinguish between +1 or +50 though, it all gets highlighted in green. If the style itself has a tracking measure, it still gets highlighted but in a lighter green. Local tracking changes made there or elsewhere are a dark green. Perhaps that could help.
