I just find it a bit weird that Adobe presumes that no one, except native japanese speakers, will be doing layout in Japanese.

So you make your choice: english or japanese. There should at least be support for the japanese (or CJK) layout system. As a plugin, or update or whatever. This way, you have a choice. I mean Illustrator supports it, but not Indesign.
