Are the styles in the library in style groups, too?

The problem is that I think InDesign sees the style groups as part of the name. For example, you can have “para1” inside a style group (folder) called “A” and another “para1” inside a group called “B” — so InDesign actually thinks of these as called “A:para1” and “B:para1”. The result is that if you bring in some text with a “para1” style, InDesign says “I do not have that style!” and it creates a new one (outside of the style groups).

However, my use of the colon “:” is not exactly true. I have not found any way to name styles so that it knows to put them into the style groups.

I have been complaining to Adobe for many years about this. And this is one reason why I cannot recommend using style groups/folders. It is very frustrating.
