As memory serves, in the stacking order of anchoring base and anchored object, the anchored object was always in front of the anchoring base object.

To get the combination to work, you'll need to anchor the number frame to the graphic bullet, which means converting the graphic shape to a text frame, then anchor the number frame to it.

I've been using a similar method (with the list trick) to quickly place reference numbers on drawings and marking waypoints on maps and charts, except instead of anchoring the bullet to the number (or vice verse), I simply group them together.

There's another method to produce the bullet using a dotted paragraph rule, but it involves creating a custom line style and is only good for round bullets. Here's a link to a CS4 snippet of it.
