The stacking order of anchored objects did not change between 3 and 4; they still appear “in back” of text in the frame.

I just think something when glitchy with your frames. I was able to recreate the effect (very clever!) in CS4 … I'm still using your character style for the number but my own paragraph style. Here's a CS4 snippet you can download: https://bit.ly/25GhwD
