Did your boss measure the page on screen at 100% or after printing out. The change in size is almost always based on the printer or printer driver resizing the page. For example, people often export a PDF then print the PDF, and the full-size page gets scaled slightly at print time to “fit” on the paper. (You can control the printer driver by clicking “Printer” in the Print dialog box.)
