For the batch find/change, you might want to use a tool such as MultiFindChange from automatication.com

For the cross-references, there are some scripts to make the cross-references, such as:
https://creativepro.com/create-a-cross-reference-quickly-with-this-free-script.php
and then you could probably copy and paste the x-ref text.

There are also some powerful x-ref tools in Cross References Pro: https://www.dtptools.com/product.asp?id=crin&more=downloads (but I don’t know if it will do what you want)

What you’re describing is often done with commercial catalog tools, such as Teacup DataLinker, 65bit EasyCatalog, Em Software’s InCatalog, and so on.
