I believe what you want to do is make the new section 3 rows in height (or close to it). The only way I can think of without changing the entire row (which it sounds like you don’t want to do) is to move the data for the new section down two rows, then you can highlight the existing new section header plus the two rows below, and merge the cells. This gives you the triple height section header without changing the actual height of the cells to the left or right of the header.
