Thanks Everyone for being so helpful, here is an update.
I recreated Colleen Shannon’s test and I had the same results. So that makes me think it’s definitely something with the PSD file. After doing that test, I made another document with the same square (same color 0,0,209) and I imported the PSD file to that document (drag and drop), and then both colors changed! The square that was bright blue changed to dull blue. It was funny that hitting back (CTRL+Z) and forward (CTRL+SHIFT+Z) I could see the two colors changing.

It has definitely to do with the PSD file, I wish I can upload a jpg so you can see the comparison or even the PSD to see if you have the same results. I did check the color profile as David Blatner wrote, but it was already RGB. However, I did coverted again, assigned it again, but didnt work.
