I have found another solution:

1) download this free vector pack https://outlinez.net/freebies/free-vector-website-borders/ unzip, open in Illustrator
2) choose desired border style and drug&drop to InDesign
3) make a copy of border and align one on top of the image, and other at the bottom
4) set paper color to borders, and transparency mode to multiply
5) group borders with the image and inside transparency settings turn on “knockout group”
