You have one para style with 10pt leading and one with 11pt leading and for each the font size is the same.
The one with 11pt leading also uses ALIGN TO BASELINE GRID when you use this the leading etc will be overridden by the grid. Turn off the align to baseline grid or make all of your styles use a multiple of the grid spacing for leading, space before and space after. If your gird is say 10pt and then you use 11pt leading the text will actually end up having 20pt leading, twice the grid, or if you use 8pt leading it will end up at 10pt, the grid spacing.
