First, the images have to be unembedded. Check out this link for a script that will do that: https://indisnip.wordpress.com/2011/02/21/easy-way-to-unembed-all-embedded-links/

From there, the actual links need to be made as PDF from EPS – something I’d do by opening the EPS in Adobe Illustrator and resaving the files.
