Actually on closer inspection:

This is what is happening

If you open the Layers Panel you will see that it has a Triangle beside the Layer Name, you can click this to twirl down what's in the layer.

When you lock and Object, it's actually locking it on a Sub Layer, not sure how CS3 or CS4 handled Locking Stories, but there certainly were no sublayers prior to CS5

So you can actually lock an object on the Sub Layers just as you can by selecting it an going to Object>Lock Object.
