A library file is (more or less) an InDesign file, so you cannot really have more than one person adding/removing items from it (editing it). I believe you can put it on a server and have more than one person opening it and taking items out, though, just like you can have more than one person open an INDD file at the same time.

I think snippets are more flexible, but libraries are more organized. Libraries allow keyword tagging, searching, and so on.
