Yes, Photoshop Apps Are Coming to the iPad

Adobe Systems is encouraging software developers to create mobile and tablet apps using the new Photoshop Touch Software Development Kit (SDK).
Adobe is priming the pump by creating three apps: Adobe Color Lava for Photoshop, Adobe Eazel for Photoshop, and Adobe Nav for Photoshop. All three are designed to work with, not replace, Photoshop. Although they run only on the iPad, the Photoshop Touch SDK can also support Android, BlackBerry Tablet OS, and the iPhone.
Using Color Lava and Eazel feels a bit like finger painting. You can send your creations to Photoshop CS5 for refinement or for adding to existing files. The Nav app is more about efficiency: You use it to select and control Photoshop tools, browse files, and more.
